Concrete comes in many colours and shades depending on the ratio of its constituent parts and what type of concrete it is. It can range from dark brown to almost white.
For aircraft hard stands it often appears as a buff colour but for concrete buildings it seems to be very light grey.

Well, it's just cement with locally acquired sand and gravel aggregate, so the color varies a bit. Light grays and pale tans look good. As for weathering, what is the concrete? If it's a road, the passage of millions of tires will darken the travel lanes with rubber. If it's a bunker, it will probably have streaks of mildew from rain, and may or may not be painted a camouflage color.
