Besides the Preiser figures, there are a couple of civilian women in the 1/35th scale WW2 Postwar Celebration 1945 figure set from Master Box. You can tinker with the skirt and blouse styles for various periods.

I never heard of Preiser, but those are railroad scale figures when I checked out their merchandise. Nothing 1/35 that I could find, but thanks.

Preiser has indeed released a few 1/35 civilian figures sets (WW2 era) :

While they are better known for their 1/87th (HO) and 1/72nd scale figures, Preiser has a set of of 1/35th scale WW2 refugee figures, and a set of civilians clearing bomb debris, as well as a couple of sets of Wehrmacht infantry. I also saw a blurb about a set of WW2 era train passengers, probably scaled up from one of the RR accessory sets. Prices are a little high, and the quality of sculpting in the large scale figures is not nearly as good as what we now expect from Dragon or Tristar, though their 1/32nd nude figures are pretty well-done (but even harder to find).
