I don't know about dust but rust is pretty easy. Take a steel wool pad, real steel wool not a Brillo pad, and put it in a container with a little water. Turn it over every couple of days. When the water evaporates you'll have a rusty chunk of steel wool. Crumble it up in your hands and you have instant rust. Mix it with a little mineral spirts and go to town.

I also have collected rust from various pieces of metal. Just scrape it off and crunch it into small pieces. Again, mix it with a little mineral spirits and you're good to go. I like this method better as you can collect different shades of rust, which is really how it occurs naturally.

Hi there

I use dried clay. When its dry use a hammer to smash it to dust.
use a makeup brush to dust it on the surface, wheel or whereever. To glue it to the model, I use hairspray in small doses.

Easy and cheap, but it doesn't smell that good though.
