Try scanning the RC Universe Tank forum, and there are links there to a few of the German forums that are rather definitive.

I gies it comes down to these factors:

How much time do you have?
How much skill do you have?
How much money do you have?

Varying the values can have you doing it from scratch & scrap super-cheap to paying an "expert" to do the modifications that you want to the tank.
