As far as I'm aware, the US do not, and have never used the BTR-80, as it's a Russian vehicle. I'm also not aware of the Iraqi army having any, as I thought they use the BTR-60, 94, and 152.
This site shows the users of the BTR-80. It also lists the BTR-80a as only being used by Hungary.

The only allied forces in Iraq that it could possibly be are the Ukranian, Bulgarian, or Hungarian. Maybe Poland but I can't confirm any of them.

This article may shed some light on the subject. Iraq also received some Polish BTR-80s in 2006.

So far as is known, there are NO BTR-80A in Iraq. There appear to be "donations" of older BTR-80's going there now, but not the BTR-80A. I know Jane's says that they will be BTR-80A's, but the hungarian forces in Iraq only have BTR-80's, not the 30mm -A variant. Someone at Jane's might have made a boo boo (surprise surprise).
The only realy modified BTR-80 that the Iraqi's have in numbers is the BTR-94 they "recieved" from Jordan. However, there is no kit of this right now.
The US Army HAS NOT used the BTR series of vehicles nor have they marked them for US service. The only vehicles I have seen used by the US Army for extended periods were some BMD-1's that were captured and used for base security/evaluations by the local units. Since they would not be going outside the compound area, there was little worry of blue on blue fratricide and they were allowed to briefly use the vehcile(s). Again, more as a evaluation of a exotic piece of foreign equipment rather than for use as need.
Especially now in 2007, the US is srict on making sure that US Forces only use US Military equipment to help prevent fratricide.
That all being said, you can still do a "what if" vehicle...

You would be surprised at some of the vehicles that were demonstrated for possible use by US forces here at Knox last year.So far as is known, there are NO BTR-80A in Iraq. I know Rob, they do tend to at least "look" at other countries stuff. In fact, I just saw a news report on the South African Buffalo's the US bought for anti-mine/IED use. Of course the report screwed up and gave the impression that it was a totally USA designed and produced vehicle. Sigh.
I think a fair amount of the evaluation stuff is to gather intel, not as a serious bid on foreign equipment. We still have a huge NMH (Not Manufactured Here) problem, especially in the defense industry.
Not to say I don't think those 34th ID soldiers would not "commandeer" a BTR-80 to go do a mission if need be. I would have loved to do that as well.
