Ya know, this is one of those oddball builds that BARV would do (If it was a recovery vehicle that is). C'mon, why not take a crack at a kitbash? You can do it. Give it a try maybe.

Does anyone know which vehicle the M9 ACE is based off of? Also, what kits could be used to kitbask one?

I think it is a one-off, special build vehcile. It may share some components, but I think the chassis is unique.
Also, I heard a rumor they are being phased out of US Army inventory...true?

True in both cases. It doesn't even share roadwheels or track with another vehicle. I think it has already been retired as well.

Would definitely make for an unusual kit, though there'd be lots of neat ways to display it with your other armor.
I had no idea they were being phased out, what is going to replace it?

I really like this Hobby Fan kit too, there is a review on the PMMS if your interested. It looks pretty good.
