I like Polly Scale/Polly S paints. Last count I had 182 bottles of the stuff, with a few colors being doubled. Goes on nicely, and they don't smell like the Tamiya acrylics. With age, the Tamiya paints seem to 'crystalize' around the top rim of the bottle and also on the cap no matter how hard I've tried to keep those surfaces clean. I don't like the smell of the Tamiya paints one bit.
Lately, I've been getting into the Model Master acrylics as I find that they've got some unique colors that PS don't have. I find that the MM paints are a little too thin for my liking, and that the consistancy from bottle to bottle varies some, but I do use them for both spraying and hand painting. At last count, I had 28 bottles of MM acrylics. The Tamiya count is about 15, and I'm sure that some of those could be tossed by now.
99.99% of my painting is done with PS and MM acrylics.

I still use Tamiya acrylics for painting armor and groundwork. I am however partial to using Vallejo paints for painting figures. I love the paint consistency, the deep pigmentation, choice of colors and how nicely it goes on. I haven't used them in my airbrush yet but that's probably going to happen soon.

I use primarily Tamiya acrylics - there is something about enamels that makes me think they are a health risk. I use a few Model Master acrylics for armor because they have great reference paints; purchased a few Pollyscale acrylics. I have just recently moved into Vallejo acrylics for figures but still overall like Tamiya the best . I do notice that if you have to call in the "cleaners" to "dispose of a figure's paint job", the vallejo paints are easier to get off the figures than the Tamiyas - almost comes off like a latex.

I use the MM Acryl mostly, but I have a few bottles of Tamiya laying around, but most of those are special colors that aren't in the Acryl line. I just picked up a few bottles of PollyS for the Spitfire I'm building and so far I'm not impressed.
To answer your 2nd question, yes Testors now makes PollyScale paints.
