Any Tigermaniacs out there who might be able to verify whether or not Tamiya's late Tiger I E has the correct size idler? If not, is there an AM fix? When did the smaller idler go into effect during the Tiger's production history?

The real answer to your question is Yes and No... the Tamiya kit uses a "standard" idler wheel... the same one that was used throughout the production of the Earlies and Mids... the cutoff point is pretty early in the production cycle for Late or "Steel Wheel" Tigers.
The Lates had a different idler wheel than what is supplied in the kit.
The steel wheels were introduced during February 44 and so was the "Small Idler".
ModelKasten is one aftermarket source for this "Late Tiger Idler". The thing you are looking for is
