i can help you with, what to use as a base, what i do is go to wal-mart and get a cheap picture frame about 5X7 or so, pour, pack a thin layer of Woodland scenics mold a scene plaster in it and wham. you've created a nice base.
my advice for what to build would be to look at kits in your LHS or online and find one that intrests you
P.S. don't forget to color the plaster, it's too light to leave undyed or painted

Try going to a local craft store and see if they have any unfinished wooden plaques...Michaels The Arts and Crafts Store have plenty of different kinds of shapes and sizes.
You will need to stain the base and seal it with a varnish so it will not warp later from the moisture when you apply the ground work.
If this is your first diorama you will need to figure out the story you want to tell and the vehicle or figures you want to include. What type of vehicle...a tank, a wheeled vehicle, etc?
You can decide whether to have the vehicle portrayed in combat or during a break in the battle and have it being resupplied. Lots of things to think about.
I would suggest doing searches on the internet once you choose a vehicle type and see if you can locate an image of the vehicle being used in WW II. You can then try and copy the image or a portion of the image or use your imagination and create your own idea.
I would suggest looking in the diorama forum to look for basic diorama building threads that will help you along.
As far as supplies you will have to figure out what type of ground work you want to make...basic earth, grass, sand, mud, etc. Some ground work items you might be able to find right near your house such as small pebbles, sand, and of course dirt....finely strained dirt is great for a diorama...nothing beats using real dirt.
Before you look into lots of supplies try and figure out what type of vehicle and the basic story of what you want. Come back and post your ideas and folks will be able to guide you in the right direction for what you want the end result to be.
Everyone has to start somewhere...it might as well be here and now for you.
Good luck with your diorama.
