Not a tank driver, but a softskin car or truck driver. I've tried searching without any luck.

All I can say is that there's one driver figure included in Italeri/Zvezda ZiS-5 truck kit (with a big moustache and curly hair..). According to the instruction sheet, it can be posed as either in the driver's seat or checking out the engine from a crouching position....There's also one included in the old Tamiya GaZ 67B kit (# 35021)
EDIT : Julius Model has released a 1/35 resin "Russian female driver" (#JRF-005) :

Hi Tom,
I have an old figure from the Italier GAZ Truck I think, Zveda have the kit now I believe. He is a figure that never got used and a repaint would go a long way to helping his looks lol, lol. That said he's a good enough figure that I've never found a use for. You're welcome to him if you like.

Kirin made a resin 2 man crew for their Aerosan kit, a propeller driven snowmobile like contraption used by the Soviets early in WW II.
The figures are dressed in winter clothes, one guy's wearing the quilted "telogreika" jacket and "budionovka" wool cap.
The other's wearing a 1941 pattern "shuba" sheepskin coat and "fish-fur shapka-ushanka" winter cap.
If you can find a set, they'd be a good option to the Italeri/Zvesda GAZ driver.
I'm not sure if the set is still available though.
Maybe someone can put you onto a set somewhere.
