Thank you; Sorry for not explaining before. That is a technique with oil paints where you place those dots of oil paint and then with a brush wet with turpentine you blend them giving the model a kind of filter. The brush strokes should be downwards which gives the effect of grime and dirt streaking. It should be barely noticeable. In the next picture you can see I am working on the blending process:
