I use a high tech plastic shaker bottle.
It originally contained my pasta cheese, and when empty, and washed out, I poured the static grass into the bottle, shake the hel* out of it, causing a static charge to the fibers, then sprinkle it on the base over thinned out white glue.

A shaker does all you need.
I also have been using one from Woodland Scenics for years.
A small blast of compressed air will also help.
