Good luck with putting together an objective top list in an area as subjective as modeling.
Anyway, I won’t mention well established “big” names again. Instead I will push forward (in no particular order) some of my the most favorite masters (and local residents) in the diorama field:

Someone mentioned Greg Cihlar I have his Verlinden book, but have never seen anything of his (like online) outside of that book. Does he have any web display of his work?

Hard question, you really have to knowém all before you can compare and rank them.
From our own duckpond I would like to mention 3 members who has been a great inspiration - but there are many others who are equally gifted - so please forgive me for not mentioning them.
The 3 are - in no particular order:
Carlos Elias, CALLSIGN: Blockhaus
Newer throw anything away - beautiful structures, buildings and shapes is created with stuff most people would just throw away - He dosn´t really do the complete diorama, but any diorama who contains something from Carlos´hand is sure to be stunning.
Claude Joachim, CALLSIGN: roudeleiw
Big dioramas usually don´t work that well, and most builders lose the battle, but not Claude - its huge, it works, it tells a story and the craftmanship is superb.
Jean-Bernard André CALLSIGN: jba
His craftmanship is great, but the dreamlike feeling and storylines of his dios is very unique places him in his own league - he is one of the few modellers who is in my opinion a true artist - creating his own universe seperates his work and makes it truly unique.
My 2 cents, and sorry if I have stepped on somebodys toes...
