simon's sheep are really nicely sculpted but if you want the goat/dog suggestion minus the sleaze possibility i found it here for you:
http://www.toy-in.com/Military-Character-Figures/Resin-Model-Kit-1/35-sheep-and-dog/flypage.tpl.html
if you are not set on sheep Tamiya has a nice Farm Animal Set for cheap and bought anywhere such as here:

It's the same bloody guy.
That's an illegal knock-off of Douglas Lee's "Doug's Original" Goat and Beagle: http://dougsoriginal.co.cc/shop/step1.php?number=617

Try your local toyshop too. I needed some and by pure chance came across a series of farm related play sets at Toyworld in 1/32 scale. They do sets with farmrs, vehicles and buildings which aren't worth it but their animals are actually quite good and the right size. I got a set for $10NZD ( about $7 USD ) that had six large sheep ( two poses ), six small sheep ( two poses ) and some ducks. Also a set of assorted farm animals. The need a little work to give more definition to the faces, ears and hooves but nothing major and the price is good.
I'll put up a photo of them later in case the same brand is sold over there.
I was going to buy resin ones but the only ones I could find were by Mk35 and they look more like greyhounds wearing wooly sweaters.

Good work Rick but to me those sheep look overscale compared to the human figures if you compare the size of their heads. I once spent a week working with some sheep so I'm slightly qualified to comment.
Mk35 make some sheep but they look like some weird sheep/lion hybrid so not the way to go.

I'd guess the modeller sculpted them him/herself.

My God-- they look like something from "Invasion of the Hideous Animals", a classic unreleased film.

I found some pretty good cows once while looking through tthe kiddie toys sections of local store outlets. Always keep an eye out for little animals that look the part. As for scale ......just like for humans ,no two are exactly the same size, so close enough is good enough........Al

Actually that's not true. Apart from the difference between rams and ewes, sheep of any particular breed are remarkably consistent in size and shape. Breeds, on the other hand, differ fro each other markedly, so to add to all your other troubles, you need to determine what breed(s) would be appropriate for the place you want to depict. For instance, a sheep bred for lowland farming in northern Europe would die in days in the Mediterranean, so no point putting a herd of Romneys next to a Merkava.

Try a search in Toy Shops or online for the NEW RAY Country Life series. They do a great range of Farm animals at a very cheap price < $10 Aud for about a dozen animals.
http://newrayusa.com/index.php?link=product&productline=31&id=1765
They do a few different sets of Sheep so have a search around. They are 1/32nd so close enough for 35th. Most just need a simple weathering or a dullcote as they are a little shiny. They moulded in styrene so quite convertable.
Cheers
Al

Scum sucking, low life, bottom feeding, pirating, recasting, intellectual property thief. Do not suuport him. The product listed is a copyright violation of a Doug Lee Original and the POS even has the nads to use the original box art in the listing. Buying from him hurts legitimate dealers, original sculptors and the hobby as a whole.
