Simple question not that small of an answer but here goes.
Are you looking for resin or Plastic figures.
When it comes to plastic you have a lot of brands to choose from. You should check out the figure sets of Dragon, They are producing figure sets for years and have some very convincing action sets as well.
Another brand to check out is Masterbox. Who through the years have continually raised their quality and do make really neat figuresets often selling you a diostory in a box. I also want to include Miniart even though till today they haven't really made action sets but their figures are really nice.
When it comes to resin figures. Well All I can say is check out the catalogs of companies like Verlinden, Jaguar, Legend, Evolution etc. etc. basically every resin producer has produced figures in action poses of sorts.

If You are looking for cheap fighting poses then MasterBox are the ones to check out. They even do sets that interact with one another, small battle Dio's in a couple of boxes.. Alot of Dragons sets are also very dynamic(not all standing around pointing). Also Tristar do alot of action sets.. Even playing around with Miniart sets can pull off some good action. Also lets not forget Zelda, loads of action sets. Some are a little bit poor in detail but most are great!. You should check out all the figure reviews on this site, there's 100's. Resin are much more detailed but normally one resin figure will cost about as much as a whole plastic figure set Depends on what you want. I would check out Masterbox 1st and go from there. Hope this helps Geraint

Kitbash! If you have putty you can use it wonderfully for that. Resin heads from Hornet are great, and mixing and matching torsos and limbs can usually give good results. But I would point you towards Master Box or Dragon first, resin figures are pricey and regular modeling glue doesn't work too well. (Mine didn't, but I think you are supposed to have a different type of glue for resin). Hope this helps.
