The lower part of hull is mostly complete as is the suspension and tracks.

Hi Scott. How did you paint this? Looks like you´ve used way too much paint .... all the holes in the tracks are filled except for a few ... it even appears to have collected between some of the road wheels.
I would suggest you use a spray can for the base colour, which will give you good coverage and apply smoother. Dont spray direct, but by misting it on .... moving left to right or right to left.

Or even better, use an airbrush!

Agree with Frank, though given the low quality of the pic, it's hard to tell what's going on here.
