They don't really refuel while moving. "Hot Refuel" just means the engine is not turned off. You pull up to the fueler, top off, and pull away. It is quicker than a "Cold Refuel" which requires the vehicle to be shut down, everyone out, and then refueled. Usually, a hot refuel is used when you only need to top off before moving on to continue your mission.

I saw two ways of Stryker refuelling. On one occasion, the soldiers use the onbvoard 5 gal. canisters. When the Army refuels with HEMTT tankers it is mandatory to use a special rubber "tub" under the truck to prevent fuel spill.
