Yes, they were supposed to have begun development around that time. I think they were still in the process of adding the armor to various tanks when they invaded Kuwait- I don't think they ever converted all that they wanted to.

There are three photos on the first page showing an Enigma that crashed into the back of the T-55 with mine plow ahead of it. They were destroyed by me and my crew on January 31st, 1991. We were on board AC-130H Spectre Gunship #573 when we engaged these vehicles. It was an interesting night on the road north of Khafji.
