wow! I check amazon.com,static grass applicator going for $200 plus! way to high.is there SGA going less than $40?

You can make your own. Plenty of How-to on youtube.
Go to THIS PAGE. About halfway down there are a couple of videos that show how to make one..

I've built 2 of these,
a Mk1 based on the Fly-Swatter, parts from £/$ store, worked well enough, until I 'ahem' improved it with 9V power adapter.
The MK2 version used an Ion Generator as per the second example DAnnyd's work, built in to the fly-swatter/sieve handle, a smaller sieve works better.
For realism, use different lengths & colours of the Grass.
Woodland Scenics appear tobe much easier to get in the UK but colour choice is a bit limited where I am..
