Go to the LOGSA Electronic Technical Manuals search page and type the TM number in the Pub Number box. Both of the TMs are available as PDFs.

Use Firefox and add the link to "exceptions" and it'll open. IE and Chrome won't open the page because of an issue with the site's certificate.

That is the actual DoD ETM website. It shows up as a security risk because its own security is set so tight that it doesn't share data with systems trying to validate it. The surrogate vehicle TM's are not listed as unrestricted so, in theory, unless you have a valid DoD account, it will not let you access them.....Of course, the classification of the manuals could have changed in the last few weeks.

The two manuals you are looking for possess a "CNF" code, meaning it's restricted. You can see HERE that all TMs relating to "Opposing Forces Surrogate Training Systems" are restricted.
Otherwise, one can d/l any DIS Code "A" publications without logging in.

If you use Firefox, follow the instructions I posted previously. Click on "Advanced" on the error page and add the LOGSA URL to your exceptions" in "Security".

That would explain it. I've got the TM on the hull of the M113A3/BMP-2. Shame I can't access the TMs on the M113A3/MBT hull & turret.
