No, it is not.
It's just that the video is filmed through the lens of a camera, which is sensitive to the IR wave length, while the "naked" human eye isn't.
AFAIK, Shtora emitters work on a 8-12 micron wavelength, and visible light wavelengths are from 400 to 700 nanometers (1 micron equals 1000 nanometers).
I may stand corrected, but this is what physics says.
I guess the only way to be sure about the matter of active Shtora emitters being visible or not is to actually see them working, or asking someone who did...

As said this one has nothing to do with Syria...it is taken in Croatia in 1991.
For those less familiar there was arround 300 such improvised vehicles (modified trucks, excavators, old army surplus vehicles..etc.) produced in Croatia in summer/fall 1991.
All shapes and sizes...very much alike what we see here.
