Are these sep v2 Abrams? Aren't they the only ones with CROWS?

Yes, V2s. Looks like they quickly field-painted over the CARC sand with CARC green. Either they are dusty or the green is thin enough that the sand undercolor is visible on the turret. Gives it a cool mottled look.

Thank you sir.
So the Dragon sep v2 kit would be perfect. Are their any other kits that offer v2?

DEF Model and blast make conversions, which someone on Armorama is using on the Ryefield kit, which would give you an interior.
Are those tarps on the front top of the turret, as opposed to barracuda on the rest of it?

maybe it's the back side of the barracuda?
Also, is that some kind of training electronics on either side of the mantlet? Also, there is a black tube of some sort on just in front of the smoke grenade launcher on the closest tank. More training gear?

The black gear that is attached to the tank is used during training exercises to simulate firing upon the opposition force and being fired upon by the opposition force.
It is a form of MILES gear (Multiple Integrated Laser Engagement System). You do not actually shoot any live rounds out of the tank in this type of simulated combat training, you fire the lasers toward the opposition force and their attached MILES gear will be activated and they can either be killed, near missed or not go off at all (completely missed). Each tank would have been outfitted with the gear before the exercise began, installed by the crews and contractors.
I hope that was not too confusing.

Not yet. M1A2 SEP v3's are only in the test stage. None have been approved nor fielded.

It exists, but the V3 is an incremental upgrade, meaning the US Army is currently upgrading M1A2 SEP Abrams to V2 standards. And you're correct in that the US Army isn't using the V3 just yet because they didn't buy it (yet).
The V3 was shown at the AUSA 2016 Expo as a newer M1A2 SEP with improved electronics and sensors than the V2, meaning that the US Army has to buy the V3 version...and that creates the problem because does that mean the V2s get made into V3s, or the M1A2 SEPs skip V2s and become V3s?
And then there's talk of the radically new M1A3 upgrade...so upgrading never really ends and there will be a few variants tugging at the US Army's purse strings, not to mention talk (again) of an entirely new tank to replace the Abrams.

Just to be clear. The v3 isnt just a V2 waitng to be upgraded.
The army is already running v3's through its testing grounds since 2015.
I won't bring up the v4's tests starting 2020.

No one said that, just that there haven't been any fielded yet, so there are no operational examples yet. Additionally, the V3 and V4 are incremental upgrades to the basic M1A2 SEP, not a new tank. The V4 is no secret and has been planned for a while as well.
