That`s the German government for you - environmentally friendly idiots, I`ve got over a dozen Revell kits in my stash where the boxes are completely trashed from being stored.
Don't blame Revell, they are the victims of more pointless bureaucracy!.

Nope. Revell choose to use flimsyboxes because of their own greed. Weight increases the cost of transportation apart from the fact that a sturdier box costs more than a flimsy one.
The existence or non-existence of plastic film around the boxes could be due to environmental concerns but the flimsiness is pure economics.

While this is a revell boxing of an ICM product, I would ask ICM nicely if they can help as I have found them very helpful.

This is a Revell release of the ICM kit (also packaged poorly). This is a horrible kit in my opinion. Lots of gaps and alignment problems. That broken piece will be the least of your worries. I was so disgusted I chucked mine in the trash. I have 2 more waiting to be built. I was so excited when this kit was announced I bought 3. Dragon announced a G-4 several years ago but never followed through with it.

This part has nothing to do with the boxing. The sprue gates are intact and it looks like it was injected that way. I was able to remove the offending part and gently bent the frame into shape without breaking it

Everything else in the box is fine and looks to be a nice kit. Time will tell how it actually assembles.
