Does the figure have to come only with the "tank" base?

Well if it does, since it's obviously a bit of Tiger, that would make him a member of SS Schwere Pz Abt 101/501, not HJ. SS SPzAbt 101/501 also used this clothing as it contained many former members of the Leibstandarte. As I understood it, the U Boat leathers originated from Italian stocks supplied by the Germans "liberated" by the LAH during their sojourn in Italy following Kursk. They became widespread throughout LAH, HJ and 101 because these units were all part of 1 SS Pz Korps. I wasn't aware they were common issue later, my understanding was they were strictly limited stocks.

This is a awesome figure with nice detail, the leathers will make a great project for oil paint. I would buy this figure for sure if available without the base. Never been a fan of panzer wedgies.

Figure is sold alone, the Tiger has been added by the figure painter.

Nice, useful figures; hoping for more with more varied poses.

There is this set from MiniArt. At least three of them are wearing leathers. Just replace the heads with resin ones and they are very nice figures:
