was / is there an open air version of the HUMVEE Kinda like an old style M151 jeep? Seems I've seen them on JAG reruns

I wouldn't use a TV show as a referance, but... The HMMWV can be turned into an open air vehicle. The soft top, 4-seater, command version has a removable top just like a jeep. The top can be removed from the two-seat, highback version easily as well. The hard top also comes off, with a little more work by removng a few bolts. We have lots of open air HMMWVs here at Ft Irwin, CA, the National Training Center (NTC). Because the weather conditions are so harsh here in the Mojave desert, the vehicles that are drawn by rotational units have no canvas on them at all. All are open air vehicles. That is one of the great benefits of the HMMWV. It can be changed and transformed into many different versions quickly and easily.

When my Combat Engineer unit deployed to Iraq, all of our Hummers had soft tops. The first thing we did when we got in theater was remove the soft tops to facilitate airflow through the vehicle. We draped camo net over the top to provide shade.
In the rear cargo area we placed field fabricated "gun seats" that we mounted M249 SAWs (Squad Automatic Weapon) on. The SAWs could rotate 360 degrees providing covering fire in all directions.
