woodland scenics makes 3 products for water. the ez poor, something similar to the ez poor and these beeds you warm up. heard some good comments on the first two check it out on there site

Sure - I think the easiest looking way is to use varnish or laquer on top of a base coat of 'water color'.

I have made a Dio with a product call Pour-On from Envirotex. Very Easy to use.

Those are in canadian dollars so in the US ... ... might be less...
Try it it s fun.... but do it in a well ventilated area

I described an easy and cheap method for water a while back. Its best suited if you have side walls or something to reflect in the water.

Model your water with waves, ripples, etc. from plaster of paris, or similar, paint appropriate colors, then give several coats of artist's gloss medium. Pretty good and inexpensive effect.
