If its just tall grass you want to model, try going to 'El Cheapo' costumes and disguise shop, especially at Halloween. They usually have inexpensive, long-haired wigs in various colors (green or yellow is good), and cut the hair fibers into suitable lengths. You can also use dollar store paint brushes with pale color bristles and cut them off to use. Either way, a little airbrushing after planting will be neccessary to make them look more natural.

I ordered it from a US company called Beacon Fabric & Notions (actually I have to give my wife credit--she found it for me online.) They simply called it "rubberized curled hair". It was sold by the foot and pretty inexpensive, about US$4.50 (not including shipping) or so for a piece 1ft X 1ft X 1inch.

You'll find it in the "Upholstery" section of their site.
About my only complaint with it (more of an annoyance, really) was that the rubberized hair sold by this company is a vivid blue color, so it has to be painted first if you are using for brush in a diorama. The end results can be very satisfying, though.

I have rubberized horsehair, but not a whole lot. Anybody want to trade?

I have never tried the horse hair but I have used with good success natural fiber rope cut to size and glued in place. Doubles really well as tall grass too.

Yeah, I have used many other items and substitutes and they all have their uses but for underbrush base and branch work it's hard to beat genuine rubberized horse hair...although it is usually made with 60%/40% horse and hog now days.
