Hi Dominic. I dont know of any 1/32 scale plans, but I dont know how useful they´d be either. Doors, windows and other architectural details come in varying sizes and designs, depending on time-frame, location and situation. Using a scale plan on foamboard, may give you a cheap building but it may also look cheap.
But the good news is, you don´t have to throw lots of money at this, to get cool buildings, and with some common and cheap items like cardboard, sheet cork, balsa, plastic strips and a little imagination, very detailed 3D buildings can be made.
Scale is not a problem either. Use your figures to adjust the height and widths of doors, windows, walls, etc. If it looks right to you, it will look right to other viewers.

Hopefully these help some, and give you some ideas, but do ask again if you need more specific help. Another tip would be to surf a little and try to find details/images of what you want to create and the appropriate "time-frame, location and situation" information. Also check out the work of Carlos Elias, and the amazing things he does with the common items (mentioned above) that he uses.

Try here- these are in HO scale or 1/87 so you would need to scale them up for 1/35

I would recommend coloring them on photshop or similar and printing on cardstock!
