I agree, you are probably correct but please note that the top photo shows a chassis with a hydraulic leveling jack between the 3rd and 4th axles but in the bottom photo the jack is not there. This could indicate more than one version of the vehicle is in the works.

A heck of a scratch building project for sure.
My question has always been is the 12x12 chassis still powered by it's standard diesel engine just to haul this big emergency generator around or did the Russians replace the chassis driveline with locomotive traction motors so the whole thing is powered by the big locomotive diesel/electric generator?

It could be done easily enough in HO. I have several Russian locomotives from the old East German company Piko.
The Scud B is available from ETH Arsenal. You'd just have to cast a few more wheels. I'm just not that into HO to spend my time doing it, although it would be cool.
