It would help to see some images of its use in the real world. It looks like a bastardized FlaK 18 cruciform base.

This is an accessory for this vendor's own kit, the flak rocket HS 117 Schmetterling (Kit 35004) It appears to be the same base as the one included in DML's 8.8cm Flak kit 6523. If you google image search "Hs 117 rocket" you'll come up with pictures.
